dnsmasq: Please set -h for the local resolver (stop parsing /etc/hosts)

Bug Description

As mentioned in http://www.stgraber.org/2012/02/24/dns-in-ubuntu-12-04/#comment-39388, there isn't any reason why we let our local dnsmasq parse /etc/hosts when the nss stack does it already.

To avoid this and the bugs related to it, we probably should simply call the local dnsmasq resolver with -h

    entries from /etc/hosts because they were listed when dnsmasq was started:
    have dnsmasq not read /etc/hosts at all, the libc resolver can properly
    take care of it on its own. (LP: #943339)
