Binary package hint: network-manager
When I connect to a pptp VPN Via the Network Manager menu I can see that the connection is in progress from the Network Manager icon (wave icon over the arrows) , and I can see that the connection is up when the Network icon gets the small lock.
But there is no notification message that inform the user that the connection is up, (like the one when the wired network connection is established) but if the connection is dropped for some reason the notification came out.

Looking at this further, I noticed that there is indeed a notification message for VPN established in Natty. Turns out it was enabled upstream a little after Maverick release.
Note that VPN established notifications should have appeared before as well, in cases where there is a banner on connection (possible at least for vpnc and OpenVPN).
