Bug Description
Binary package hint: network-manager
When the laptop refuses to wake from suspend and requires a hard restart, the NetworkManager is disabled in KDE and requires it's state to be removed and restarted because it still thinks it is suspended. i.e to fix the problem I need to do:
sudo service network-manager stop
sudo rm /var/lib/
sudo service network-manager start
