[Intrepid] upgrade disregards /etc/network/interfaces

Bug Description

I recently upgraded to Intrepid from hardy and I had configured my network connection via /etc/network/interfaces (attached) but after the upgrade, even though the config file was still in tact, network-manager thought it was a better idea to use DHCP to get an IP for itself.

Even though I then set up eth0 manually, via the new nm-applet, I had to reboot to take effect. ifup and ifdown didn't do anything useful.
