Breaks networking when telinit 1

Bug Description

network-manager breaks networking capabilities when you go single user by telinit 1. In order to have networking back you need to restart the service by '/etc/init.d/networking restart'. This could be done by the system if well configured in network-manager postint.

NetworkManager is intended to only provide networking during a user's login session.

This is intended behaviour, albeit a little odd.
