Ubuntu fails to access Internet despite connected to Wifi network or via wired connection after any restart or login

Bug Description

This is an evergreen issue encountered for years on two completely different machines, a self-designed desktop and a DELL XPS laptop, with both past and most recent Ubuntu Kernel versions (presently Linux 6.3.0.7).

After startup, waking up from suspend mode, or logging in, there is no way to access internet else than editing etc/resolv.conf.

The original file content is:

      GNU nano 7.2 /etc/resolv.conf
# /etc/resolv.conf and seeing this text, you have followed the symlink.
#
# This is a dynamic resolv.conf file for connecting local clients to the
# internal DNS stub resolver of systemd-resolved. This file lists all
# configured search domains.

# through the symlink at /etc/resolv.conf. To manage man:resolv.conf(5) in a

nameserver 127.0.0.53
options edns0 trust-ad
search .

Then I need to edit the nameserver by replacing 127.0.0.23 with e.g. 1.1.1.1 or 8.8.8.8, save and close.
Only after that change is done is internet connection established.

There are dozens of bug reports related to this issue on the web with all sorts of fixes suggested but nothing does definitely solve the issue, and also the modification of resolv.conf cannot be made permanent and has to be applied at every system restart, waking up from suspend mode or re-logging in.

Have been hesitant to report this bug as there are so many issues related to wifi and internet connectivity issues, but maybe it is now time to work out a definitive fix for this major issue.

Access to internet is also not enabled when wiring the computer to the router and requires as well editing of resolv.conf to enable it.

The weird aspect of this issue is that I am running a Remmina RDP access to a VPS that can access internet even without the need to edit resolv.conf.
