Static IP set in /etc/network/interfaces sometimes doesn't set properly after reboot

Bug Description
I use ubuntu20.04 and set static IP 192.168.11.22 in /etc/network/

But I don't know which lead eth0 disconnect. Why eth0 doesn't get static IP but DHCP IP when it reconnected?
