Network manager sometimes do not connect, and requires a reboot to normal operation

Just upgraded to 17.04 from 16.10 and it's just plain broken (i.e. h/w restart and/or 'service network-manager-restart' doesn't fix it).

Tried GRUB boot from 14.04 (which I still have on a spare partition) and all working ok - so we can't blame hardware or ISP problems...
