No dependency on urfkill

Bug Description
After recent upgrade network manager stops to work with WiFi network. It was fixed by manually installing urfkill. It was never installed on my ubuntu (Raring installation with following upgrades).
I believe urfkill should be added to NM dependencies to avoid breaking existing software.
