Ubuntu 16.04 has Networking problems

Bug Description
Since upgrading to Ubuntu 16.04 from Ubuntu 15.10, Ubuntu 16.04 does not properly "see" the home network (LAN). Additionally, my printer which is also attached to the LAN does not work correctly.
These are erratic issues, meaning that they don't appear all the time. Further, no crash reports are generated either.
To explain further. The computer running 16.04 will frequently NOT show up on the "network" screen. When I go over to the computer running Ubuntu 14.04 it also does not show the computer running 16.04 as being on the LAN.
In terms of printing, the printer queue shows the print job as "held". When you try to release the print job it asks if the printer is connected and then goes back to "holding" the print job.
These actions seem to imply that networking is not working correctly with Ubuntu 16.04.

Since my original post, I have been poking at the issue. I noticed that in Ubuntu 16.04 that IPv6 was enabled, on my computer. On my Ubuntu 14.04, IPv6 was set to "ignored". So I also set IPv6 to "ignored" on the Ubuntu 16.04. As of yet, I have [B][U]not[/U][/B] noticed any improvement. Time will tell.
Otherwise, I have noticed that under "My Windows Network", that the Ubuntu 16.04 computer does not show-up. This seems to imply that there may be an issue with SMB (Samba).
