NetworkManager-wait-online.service not enabled after network-manager installation

Bug Description

The network-manager package (1.1.93-0ubuntu3) in xenial disables NetworkManager-wait-online.service on installation in the postinst script which causes issues mounting remote filesystems such as NFS on boot.

The issue was fixed in lp: #1430280 for vivid and lp: #1515446 for wily/xenial but it seems that the fix was reverted in xenial in version 1.1.93-0ubuntu1 of the package.

I've tried the patch from lp: #1515446 with the newer network-manager version and that seems to fix the issue again.

  * Re-enable NetworkManager-wait-online.service for NFS and other remote FS
    services, so they work with name resolution. This had been dropped by
    mistake in the update to the new release. (LP: #1569649)
