Realtek driver doesnt work when network is on lower speed

Bug Description
I have " Ethernet controller: Realtek Semiconductor Co., Ltd. RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller (rev 02)"
but network doesn't work unless I manually run
sudo ethtool -s enp6s0 autoneg off speed 10 duplex full
It seems like the speed gets auto negotiated incorrectly.
Very often the cable is reported unplugged, or somtimes it is reported connected, but no packets fly.
After running the ethtool it works, but the command has to be re-run always e.g. after wakeup after suspend. Is there a way to force the network speed?
Network may work, if the system has been off for a long time, but after suspend it never works.
