Phone: Connection to registered wifi network takes too long

Bug Description

I am using my Ubuntu Phone at home and at work via wifi. The connection to the registered wifi networks takes too long (several minutes) or fails completely. Even when I turn off wifi off and on again, it takes minutes too reconnect.

At home the phone sometimes displays wifi networks, that only exists at work and vice versa.

Device: Aquaris E 4.5
OS: 15.04 OTA 8.5

If I run iwlist on the device, all networks are listet:

Attached 2 screenshot, which illustrates the problem (9 minutes to connect).
My corporate owned Apple iPhone 4 connects within less a minute.

Does the WiFi re-connect delay and/or failure occur in both places? When it actually does connect, is the delay the same in both places? Is the delay *always* ~9m???

Is "eduroam" one of the APs you're actually using at work or home? I ask, as I notice that the security settings indicate that WiFi Enterprise grade authentication is configured.

I also noticed that the ESSID:"xxxxxxxx" is not configured for any security at all. Is this also one of the APs you're using?

Also, with respect to listing access points that are known by the system, there are two commands that are more applicable:

$ nmcli d wifi list

This command shows NetworkManager's current list of available APs.

$ sudo wpa_cli scan_results

This command shows wpa_supplicant's current list of available APs.

Could you please also attach the syslog from your phone?

Finally, have you installed any non-store software on the phone?

The phone was placed on the desk at 8:20 h. The connection was established at about 8:45 h.
Configured are the following wifi connections:

I arrived at work on 8:48 h. This time it worked correct.

Same with OTA-9.

I arrived at 8:48 h, but the phone does nothing. I activated at about 9:00 h the phone, by pushing the right button, but it took several minutes to connect the eduroam.

The phone does not connect until manual action at about 17:20 h.

With OTA-12 it's working slightly better, but not as fast as iOS or Android.
