I had a similar problem in Ubuntu server - needed to cycle network state by ifdown/ifup after every reboot.
On another server this problem didn't exist - a difference could be found related to the resolvconf package.
After I installed it the problem went away. Maybe it'll help here too? If so, uninstalling the package might help to reproduce the bug.
