[wifi] Enable the use of nl80211 power save mode when available

Bug Description

NetworkManager should enable power save on wireless devices that support it. This is done by the NL80211_CMD_SET_POWER_SAVE command.

Note; ideally powersave should not be enabled while doing an association, since it can interfere (cause delays) in things like DHCP requests/responses, etc. Best might be to enable it once the device is fully activated, and remove it once we're in a disconnected state.

This bug was fixed in the package network-manager -

network-manager ( vivid; urgency=medium

  * debian/tests/wpa-dhclient: unbreak the tests for isc-dhcp 4.3.5: redirect
    stderr to stdout when calling dhclient -x.
  * debian/tests/control: allow messages to stderr in wpa-dhclient test.
