network not connecting on reboots from time to time

Bug Description

STEPS:
1. Fresh flash image RTM 41 onto krillin device
2. Reboot the image
3. Open a web page

EXPECTATION:
I expect the browser to go to the web page

ACTUAL:
some times the page will fail to load.

Dragging down the network-indicator and tapping on the ap you want to connect to fixes this. As does disabling and re-enabling the wifi.

Image 41 is the only one to ever play up for me but ogra has seen it for a while
