shutdown process slows down when connected to a network

Bug Description

In 12.10 and 13.04 in which remote login is available, the shutdown process slows down when connected to a network, whether through LAN or Wi-Fi.

For example, my slow netbook shuts down with 13.04 in 2-3 seconds when not connected to a network, but when connected it takes 12-13 seconds.
Pressing Esc on quite splash I could see "modem-manager" takes more than 1 second to end the processes, so I fully removed the package and the config file (/etc/init/modemmanager.conf) to check the result. No change. Since modem-manager is dependent on network-manager and stops when network-manager stops, the problem should be with network-manager itself.

The network-manager version is 0.9.7.995+git201301311547.17123fc-0ubuntu1

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates.

I'm going to close this bug report as their is nothing else we can do with this old report in a now unsupported version of Ubuntu. If you still have this issue on Ubuntu 14.04 or higher, please do reopen or report a new bug.
