vpn in networkmanager-app doesn't start

Bug Description
There ist no reaction, when trying to start a vpn connection in the Networkmanager Panel. If I start the Panel in a terminal with the command nm-applet start and try to start a vpn connection I will be warned "(nm-applet:4334): nm-applet-WARNING **: Could not find ShellVersion property on org.gnome.Shell after 5 tries".
I can't configer vpn connections by choosing vpn-connections - configure vpn, but I can do by configure - connections ("Verbindungen bearbeiten").
The command "nmcli con up id <identifyer> starts the connection.
