Update to 0.9.8.6 and change add plasma-nm as Recommend

Bug Description

At present, plasma-widget-networkmanagement is recommended as an alternative to network-manager-vpnc-gnome. The former is being phased out in favour of plasma-nm. Please enable this as a further alternative to the other two.

Also, upstream has released version 0.9.8.6, available here http://ftp.gnome.org/pub/GNOME/sources/NetworkManager-vpnc/0.9/

Please update to it.
