Upgrade nm-strongswan to latest 1.3.1 with psk support

Currently used version doesn't support PSK auth but latest 1.3.1 does.

So please upgrade.

btw. latest version is from 2014....

I created a debdiff for the newest version.
It would be cool if it could still be included in wily.

release team FFE ack, the debdiff looks fairy manageable and this is a leaf package.

Sponsor question: Did you test this with current NetworkManager 1.0.4 which recently hit wily?

Hi,

I tested it on vivid, not on wily. This as I don't have a wily system running at this moment.

Please also note that 1.3.1 was added to debian sid a week ago. So we can just do a sync instead.
