Add PPTP VPN support and GUI to configure it to Ubuntu's CD (_very_ critical bug for Russia!)

Bug Description
Here in Russia PPTP VPNs are widely used in MetroEthernet (MAN, Metropolitain Area Network) networks to perform users authentication.In such (Ethernet) networks VPN connection is required at least to get access to Internet (there is typically 2 connections - DHCP-assigned one to LAN part of network and VPN to get access to remaining part of world aka Internet). Default install of Ubuntu does not contains PPTP support and there is no comfortable UI to configure PPTP.This leads to infinite loop.User needs to download extra packages from Internet but he can't access Internet without PPTP support.So, this is huge problem for Ubuntu OSes here in Russia.Modern Windows systems are including PPTP support by default so this is not an issue for Windows users. But a major showstopper for lots of Russians who is trying to use Ubuntu.
