No password prompt when password is wrong or empty

Bug Description

When an OpenVPN configuration requires a password, but one is not saved in the VPN configuration, Network Manager should prompt for a password if the password is empty or not saved.

It should also prompt for a password if their is a saved password which is invalid.

OpenVPN supports using time based OTP (Google Auth and Similar), in which the one time code is entered in the password field.

This requires a user to open their VPN configuration every time they login and edit the configuration before they connect, instead of simply trying to connect, and getting a password dialog to enter their one time password.
