Add OpenVPN option --tls-version-max

Bug Description

The attached patch adds support for the OpenVPN option --tls-version-max to network-manager-openvpn 0.9.10.0. Successfully tested on Ubuntu 15.10 (Wily Werewolf).

Find the new option here:
>> Button "Edit"
>> Tab "VPN"
>> Button "Advanced"
>> Tab "TLS Authentication"
>> Check box and drop-down menu "Set maximum TLS version"

maximum TLS version is present in network-manager-openvpn/groovy 1.8.12-2.
