Network Manager OpenVPN won't allow the selection of a cipher

Bug Description

The configuration of an openvpn connection will not allow the selection of a cipher.

The cipher box under security just hold a greyed out "Obtaining available ciphers"

When I try adding cipher=AES-128-CBC manually to the config, I get an error complaining about the number of arguments being too big. I get the same error when trying to import the working command line config file.
