Installation does not create /var/lib/NetworkManager-fortisslvpn/

Bug Description

Ubuntu version: Ubuntu Bionic Beaver (development branch) 18.04
Package version: 1.2.8-1build1
Expected to happen:
    Open a VPN connection
What happened instead:
    Nothing, with no feedback of the error other than checking /var/log/syslog

When starting a VPN connection, the network manager tries to create a file under /var/lib/NetworkManager-fortisslvpn/, but since the directory does not exist, the connection exits.

A workaround is to create the path manually. After that, everything works ok.
