"Connection established" after resume is faster than reality?

Bug Description
Steps to reproduce:
1) Suspend machine while connected to home wireless network
2) Relocate to a cafe to work and resume
ER: network manager checks for existence of previous connection before saying "Connection established", or at least checks as soon as possible to identify that that network is no longer available and scan for others.
AR: "Connection established" (to my home network) displayed. I then waited for it to realise that was impossible and switch to my mobile hotspot, but gave up after 5-10 seconds and manually switched networks.

A little more information (I just experienced this again and this time
left nm to see what would happen). network-manager continues to try
the previous (now unavailable) network until prompting for the
password, rather than switching to the other network (now available
from my phones portable hotspot). I have to manually select the new
network to continue.
