Add accessible description to the network-manager indicator applet.

The network-manager indicator for natty needs to have an accessible description, according to this spec: https://wiki.ubuntu.com/Networking?action=diff&rev2=43&rev1=41

There is a branch that has been proposed for merging into libappindicator which provides additional APIs for adding such an accessible description to application indicators, this branch can be found at lp:~themuso/libappindicator/a11y-desc.

Well, we didn't quite follow this spec as it was designed for ConnMan, but it's nevertheless a very valid and important concern.

I'll tackle this and start setting accessible description as soon as the API is in libappindicator.
