after logging in with one user and then logging in with a second user the indicator-applet does not show the network manager. however after switching to the first user it is editable. upon switching to the second user the icon is still not shown however the changes take effect.

This is a known limitation of NetworkManager, it will only show up for the first user connected. You need to exit the session or kill nm-applet to start it again and have it show in the following session.
