NM applet only available to the first user to log on

Bug Description

The first user to log in (it can be any user) has the NM applet in the notification area. Good.

But if I switch to any other user, they cannot have it in the notification area. Only if all other users log out first, can someone have the applet.

Fully up to date on Lucid.
