nm-applet does not offer to restart NetworkManager if it crashed

Bug Description
It happens very infrequently (only once so far, in my case) where nm-applet cannot contact NetworkManager. The only option in the gui is "NetworkManager is not running" when one points at nm-applet. It should instead offer to restart the service. Incidentally, NetworkManager is not available under Administration-

Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue , in the default Ubuntu 9.10 install , that affects many people and is quick and easy to fix. So this bug can't be addressed as part of the project.
