nm-applet does not offer to restart NetworkManager if it crashed

Bug Description

It happens very infrequently (only once so far, in my case) where nm-applet cannot contact NetworkManager. The only option in the gui is "NetworkManager is not running" when one points at nm-applet. It should instead offer to restart the service. Incidentally, NetworkManager is not available under Administration->Services, either. The average user is unlikely to know that they have to type "sudo /etc/init.d/NetworkManager restart" at the command prompt to resolve the situation.

Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue , in the default Ubuntu 9.10 install , that affects many people and is quick and easy to fix. So this bug can't be addressed as part of the project.

Hrm, I wonder if it would be possible to try to start NM through dbus if it's not running yet... The issue is, it's hard to tell under which circumstances it makes sense to do so (if it crashes, it is fairly likely to crash again under the same circumstances, and it would not be good to constantly try to restart a crashing NM if it has no chance to "get better").
