Ibex Network Manager icon removed

Bug Description

After upgrade from Hardy to Ibex, Network Manager icon not visible in Notification Area. Open Office Quickstarter icon is still present. Network Manager item not present in System Administration menu. I think that the Network Manager icon disappeared after combining the User Change & Restart menus in response to a popup window.
