NetworkManager Gnome GUI ability to set 802-11-wireless.cloned-mac-address by default

Bug Description

Hello,

On Ubuntu Desktop 22.04.1, when creating a new wifi connection from the Gnome NetworkManager GUI, it seems impossible to have it created with 802-11-wireless.cloned-mac-address value set by default.

I have tried the following:

cat /etc/NetworkManager/conf.d/99-macrandomize.conf
[device]
wifi.scan-rand-mac-address=yes

[connection]
wifi.cloned-mac-address=random
ethernet.cloned-mac-address=random

Restarted, and then created a new wifi connection. Expected to find the "802-11-wireless.cloned-mac-address" set to the "random" value, instead I find:

802-11-wireless.cloned-mac-address: --

So if I have to first connect to the wifi network with my original MAC address and expose it publicly before I can set this option, it defeats the purpose of the option.

Actually now I notice that the mac address is indeed randomized, just nmcli and the GUI doesn't report the correct status of the setting.
