nm-applet can't handle wlan SSIDs containing non-ASCII chars

Bug Description

Binary package hint: network-manager-gnome

Recently I have discovered that nm-applet does not list wlan networks with non-ASCII characters in the SSID name.

However iwlist detects and shows the network and since this certain SSID contains a non-UTF-8 character the terminal only shows me a "?".

You may think that this bug is a duplicate of #27171 or #75554 but I think it is a different bug because it is about the handling of non-ASCII/non-UTF-8 characters in nm-applet.

Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Hardy Heron. It would help us greatly if you could test with it so we can work on getting it fixed in the next release of Ubuntu. I have tested the latest development release: hardy heron beta.

I can confirm that this issue is still reproducible with hardy.
