Bluetooth PAN client support is not displayed

Bug Description

I'm using gnome-shell 3.10.3-0ubuntu3 on trusty, gnome-bluetooth installed is at 3.8.2.1-0ubuntu3 and network-manager is at 0.9.8.8-0ubuntu1, network-manager-gnome:0.9.8.4-1ubuntu2.

The bluetooth connection is gone from the gnome-shell about 6 weeks ago, but I'm not sure which version was good before something broke it. It's not displayed at all.

I can still connect using bt-network -c and dhclient, so the underlying infrastructure is definitely working, and I feel like network-manager doesn't play with bluez (4.101) for some reason.
