Can't configure VPN connections

Bug Description

If I click the NM icon in the top bar, go to the VPN Connections -> submenu, and click Configure VPN..., I get the dialog to configure network connections (e.g. wired, wireless), not VPN connections.

Aha, so that is the correct dialog to add a VPN connection.
Unfortunately, because it's accessed from two different spots and gives
no indication that it does indeed handle VPN until you start clicking
things, it's very disorienting to arrive here.

Perhaps the "VPN Connections" and "Edit Connections..." menu items
should be somehow merged, perhaps as "Network settings".
