unable to install anything since qmail dependancy failure - desktop visual effects?

on this SAMSUNG R18 (with upgraded 2.0 chips) 64x

can't get anything to install in synaptic -
qmail is maybe depency -disabled- because of packages held back or not upgraded while 13. roles around??

--other problems
upgrade from 12.0 something to 13.4 caused the upper desktop bar to turn into lines; instead of a soild dark / black.
this makes the buttons and menues veyr hard to read because the other lines are gray (as the icons are -
that changed slightly - after the first post 13.0 update... the icons came back in colors but the menues are still in gray..

the programs menue or (start key) is checker of gray and black as well, but not regular menues.....
