dhcp4-overrides - use-dns: false - ignored

Bug Description
I'm using
...
network:
version: 2
renderer: NetworkManager
...
dhcp4: yes
dhcp4-
use-dns: false
dhcp6: no
nameservers:
addresses: addresses: [1.1.1.
...
but after applying i get this dns
200.42.xxx.xxx 200.49.xxx.xxx 1.1.1.1 8.8.8.8
the first 2 are provided by the router DNS. Why?
Also notice that Ubuntu ignores the use-dns: false graphically and check the option as automatic. If I turn OFF that, the DNS work just as intended.
