netplan apply doesn't activate NetworkManager

Bug Description

Starting with the Ubuntu Server install, I get netplan driving systemd-networkd by default.

If I change /etc/netplan/01-netcfg.yaml to point to NetworkManager, "netplan apply" doesn't fire up NetworkManager.

Attached screenshot illustrates what I see.

That said, if I manually start NetworkManager afterwards, it appears to inherit network handling unproblematically without a reboot.
