installer won't accept link-local v6 gateway address

Bug Description
In the 14.04LTS server install network configuration, an IP address of "2001:db8::2/64" is accepted as expected.
However attempting to set a gateway of "fe80::1" returns
"Unreachable gateway
The gateway address you entered is unreachable.
You may have made an error entering your IP address, netmask and/or
gateway."
The expected response would be for it accept the gateway, which it does with a gateway of "2001:db8::1".
Unreachable gateway is also returned for other out-of-subnet addresses, e.g. "2001:db8:1::1", so I suspect that the out-of-subnet check needs to be bypassed when link local (fe80::/64) gateways are used.
