Bug Description
netcdf_par.h is not provide by any of the netcdf related packages.
That header can be found in the source packages for libnetcdf-dev.
netcdf_par.h is required to build Trillinos.

NetCDF is not built with parallel support, because this breaks all reverse dependencies that require the serial behavior.
NetCDF upstream doesn't support building both a serial and parallel version of the library, and until they do a parallel netcdf library will not be included in the Debian package.
