Application focus is not on the foremost application

Bug Description

When opening several applications simultaneously, the application bar on the top often ends up showing an application as focused even though it's not in the foreground. Since virtually all applications are maximized, this results in keyboard input going to the "wrong" application (i.e., the background one) while mouse input goes to the foreground application.
