Can't scroll to see all icons on secondary monitor

Binary package hint: netbook-launcher

I have a secondary 1280x1024 monitor attached to my 1024x600 AAO netbook. The icons are all on the secondary screen. If you look at the image:

you will see that the scroll bar is all the way at the bottom of the screen, but I am missing the entire bottom row of icons (like Update Manager).
