scrollbar doesn't act like one

Bug Description

If there are too many icons to be displayed all at once in the launcher, something which looks like a scrollbar appears on the right side of the screen.

However, when I try grabbing and dragging it, it behaves like I was grabbing and dragging the icon area. i.e. if i drag the mouse downwards, the icons scroll downwards as well, and the "scrollbar" moves UP. This is opposite of what happens with a standard scrollbar. It's very jarring to see the "scrollbar" move in the opposite direction as the mouse.

Perhaps arrows should appear above and/or below the icons to show that there are more available, instead of having a "scrollbar". I believe bug 439338 is that request.

This is with Virtualbox 3.1.8 on a Windows XP host. I tried to install the Guest Additions, but since mouse integration didn't work, I'm guessing that install failed.

It doesn't look like 3D is enabled, judging from the grayed-out Visual Effects tab, even though Virtualbox is configured for "3D acceleration" and the "regular" UNR is selected on GDM (not the UNR 2D option).

I have the same behavior with Lucid UNE (Netbook) installed in a VM running under VMware Workstation on WIndows XP. I believe it's running under VMware Workstation 5.X, and I do not have any of the special VMware Tools extensions installed -- VMware 5.X doesn't have that level of support for newer Ubuntus. Lucid has been updated as of 5/12/2010 and this behavior still occurs.

Grabbing and trying to move the scrollbar with the mouse behaves as if I'm grabbing and dragging the icon area. On the other hand, my middle button (scroll wheel) works correctly (fyi).
