Netbeans does not start on Ubuntu 18.04

This is a well-known bug, but I can't find it here: https://askubuntu.com/questions/1032030/netbeans-does-not-start-on-fresh-ubuntu-18-04-installation.

Netbeans from official repository does not work out of the box (probably because of incompatible Java version).
