netstat -p reports incorrect program name

Bug Description
In the output from "netstat -p" I found the spurious value "6319/+changelog" in the "PID/Program name" column. Looking at the actual command that process 6319 was running I found it to be:
/usr/lib/
So it appears that netstat doesn't look at just the program name but rather continues until the last / even if it is beyond the end of the executable name.
