FFe for enabling Docker's overlay filesystem

I'd like to upload a fix for LP: #2007856, which (re-)enables the 'overlay' filesystem.

It's unclear if this really needs a FFe since the behavior happened to work in bionic and ceased in focal, however the change itself is essentially enabling a new feature that wasn't formally supported upstream. The change itself is a one-liner and has already landed in the upstream tree. But I'm filing this FFe to err on the side of caution. The change has not yet been included in a release and is relatively recent, so the level of testing may be low compared with released features.

There are no known side effects or likely issues caused by this change, but (like with any new feature) I suppose the change in behavior could offer some surprise to anyone dependent on the overlay filesystem not being recognized.

I agree this change is small and unlikely to causes issues, and given that we had this feature in the past, FFe granted.

Regarding this change coming as a surprise, is this something worth mentioning in the release notes?
