Bug Description

Please create a package for Ubuntu 20.04 LTS.
It is available only for 18.04 LTS ( https://packages.ubuntu.com/bionic/neard-tools ).

Note: current Superseded status here https://launchpad.net/ubuntu/focal/amd64/neard-tools/0.16-0.1 is strange.

The package first needs to migrate from Python 2 to Python 3 because that was the reason it was dropped from Ubuntu and Debian. See also: https://github.com/linux-nfc/neard/issues/3
