ncl-ncarg broken install missing folder path

The Ubuntu 22.04 install of ncl-ncarg is broken and missing one directory under which other files should be stored.

On Ubuntu 22.04 default package:
root@prod2:/opt# ls /lib/ncarg/
app data grib2_codetables Idt mapplot nug sysresfile title
basic database grib2_codetables.previous labelbar nclscripts primitives tests vectorplot
colormaps fontcaps gsun legend ngmath resfiles textitem xyplot
contourplot graphcaps hluex lib ngwww streamlineplot tickmar

Several of the folders above should be actually under the "nclex" folder. This is from the original ncl binary download:

root@prod2:/opt# ls /opt/ncl/lib/ncarg/nclex/
app contourplot labelbar mapplot nug streamlineplot tickmark vectorplot
basic gsun legend ngmath primitives textitem title xyplot

Furthermore, the files provided by the Ubuntu package have a repeated folder name, for example:
/lib/ncarg/app/app/
/lib/ncarg/basic/basic/
/lib/ncarg/contourplot/contourplot/
/lib/ncarg/gsun/gsun/
etc.....

The first duplicate folder name should be nclex.
