unable to run a ncl command -- load "$NCARG_ROOT/lib/ncarg/nclscripts/csm/gsn_code.ncl" at first time

Hi all,
I cannot load a ncl command --
load "$NCARG_ROOT/lib/ncarg/nclscripts/csm/gsn_code.ncl" at the first time.

I expect that load "$NCARG_ROOT/lib/ncarg/nclscripts/csm/gsn_code.ncl" will be successful at the first time.

Here is my command to reproduce this bug

I can reproduce the error with a clean environment
