I can see why the tool tip might be needed but it should be configurable, on or off, to avoid situations as shown in the screen shot.

I've noticed a similar thing in Firefox windows, when a page has no bottom margin or padding. It makes it hard to click on links at the bottom of the page.

This is not a Unity bug as this also happens when running Gnome Shell.
Changing to nautilus, for now.

affects: unity (Ubuntu) → nautilus (Ubuntu)

FWIW, in Nautilus, going to the View menu and turning on Statusbar does at least make it stay in a separate bar at the bottom rather than the annoying yellow hover text. Made me happier in Nautilus at least.

The tooltip jumps to the opposite side of the window away from the cursor which at least allows for selection of the bottom file. However, seems unnecessary and needs to be configurable, on or off.

Any solutions to this problem? This is not a minor problem - will this be addressed any time soon?
On ubuntu 13.04, nautilus no longer has the view/statusbar option mentioned by tim russell - we we really need a solution for this!
Thanks!

Very very very annoying, it's impossible to rename the file at the bottom, the tooltip hides the filename. Please remove the tooltip or locate it over or below the selected file, but never on top of it.
